New Open With VS Code workflow

There are tons of open with VS Code workflows on Packal but none of them worked with my computer so I developed another one that works!! Check it out and give me feedback.

Packal is pretty much dead (the devs no longer have time to maintain it). I recommend you link to the GitHub page instead.
