List of actions for selected text

How should I go about creating a workflow that:

 

1. Takes the selected text (ex: a word).

2. Shows a list of actions to be performed for the selected text (ex: search in dictionary "a", search in dictionary "b", etc.).

3. Typing filters the list of actions.
