Some snippet collections working, some not

Can't see why but some of my snippet collections work fine and some not at all, no matter how I set them up. As nearly as I can tell, they are all set up exactly the same way...what should I look for?

 

also is there a way to check or uncheck ALL in the snippet collection dialog page?
