Can you provide more detail on signing binaries?

Do I need to have an Apple Developer ID to do this or if I sign the binaries using my github gpg key, you will accept it.

I am the author of https://github.com/spamwax/alfred-pinboard-rs and would like to get this in gallery.

Yes, the signing (and notarisation) we’re referring to is the one required to run apps and binaries on macOS without workarounds.

However this prevents me from sharing my workflow in the Gallery since I don't have Apple Developer ID

I am guessing self-signing is out of question.

Self-signing (adhoc signature) only makes the binary run on that machine, it doesn’t change anything from the user’s or macOS’ perspective when sharing. It will still be prevented from running.
