Why is that app so far deep into Library? Many apps have helpers which are stuck in Library and are not meant to be opened directly by the user (hence why they’re hard to access). You can create a Finder alias for it (right-click → Make Alias) and move that into /Applications. Then make sure you add the alias file type into Alfred Preferences → Default results → Extras → Advanced.

install by /System/Volumes/Data/Applications/JetBrains Toolbox.app
