Option + V stopped working as shortcut for Clipboard History

This has happened to me few weeks ago, got solved on its own and now has happened again.
not sure if its because of some chrome extension i installed that took over this keybinding or if it was something else.
i have since deleted this extension and checked that no other extension is taking over this keybinding.

when i try to use option+v, which is set as the clipboard history shortcut i get the following: √

 

as i am typing this, the issue was resolved on itself again, any tips for next time this happens?
