{const:} only works in some objects?

I noticed that variables like {const:alfred_workflow_name} and {const:alfred_workflow_description} will only work for some objects. 

 

If I try to use it in the Universal Action object, like this 

 

the action name will just be:

 

 

The same happens in the Loading Text field of the Text View object

 

Is this by design? If it is, why this design?
